Trailhead: Control Access to the Organization Challenge Error

SF will not allow me to add another user as the System Admin for this challenge. 

Has anyone had this issue and how have they solved it?

I fixed it. I had a user from an earlier exercise. I had to deactivate the user and that opened another
Salesforce license.

I had the same issue - I deactivated all users except for 3 users:
- myself (System Admin)
- Integration User (Analytics Cloud Integration User)
- Security User (Analytics Cloud Security User)

I think my free DE org # of licenses was at it's max thats why I couldn't create another user and add to System Admin profile
