owner or user is inactive. Org Id:00D3G0000008apY

whenever I am clicking on Submit for Approval button I am getting this Error "owner or user is inactive. Org Id:00D3G0000008apY"
I had checked that User is Active still it is giving me this error.

Did you check if the record owner is active and also the record for whom it is going for approval is active. Please find the below knowledge article.

yes I had checked record owner is active and the record approval is also active..still it is giving the error

For our case, it is because some one in approver list was inactive
