how to set the logic that if someone save 3 after 1 gives an error and not save the record( means that after 1 ,2 should come only??

here after 1 only 2 comes , if we try to save anything other than 2 after 1 it shows an error( same as 3 comes after 2).
we have to put the logic by lwc??
