Adjusting sharing for Account/Opportunity object records looks to be the most straightforward option. This could be established via a combination of removing object permissions via profile/permission sets, adjusting record access via Org-Wide Defaults (OWD) in Setup -> Sharing Settings, and utilizing a Role Hierarchy for users.

Transferring Records:

The simplest thing I could think of is to clone an existing profile into a new profile, with the necessary permissions, like Edit and/or Modify All, for Account and Opportunity records, assigning that profile to the subset of users (since they all share a similar profile/role now), and lock down role/object permissions for users without that profile.

If this information helps, please mark the answer as best. Thank you
