how to create Email-to-case with attachment

Hello All,

I have created web serivce for Email-to-case and enable "Save Email-to-Case attachments as Salesforce Files" but Ticket not created with attachment .

In Lightning Experience, to add the Attachments related list, an admin must enable the Show Email Attachments in Case Attachments Related List preference in the Support Settings page
