Add languages to the Custom Community

Hi All,
 
I am unable to complete the add languages to my custom community portal for both (English (default) and French language). Need inputs

On the left sidebar, click  | Languages.
Click Add Languages.
Select the languages you want to add to your community.
If necessary, reorder the list as you want it to appear in any language selector.
Save your chang

Hi Raj,

I have tried all the said above. I am not getting. 

\Requirment as below
I do have my custom pages build in my community for each page I need to add have add languages selector. Correct me. An example I do have user A and user B, user A profile locale is ENGLISH and user B locale FRENCH. When I log in as B I can see all the content in FRENCH expect my pages, so how do I implement this.
