Why we have so many unassigned role in optimizer report

we have nearly 2000 unassigned roles mentioned in optimizer report. However we only have less than 30 roles in the role hierarchy. All those unassigned role seems to be the account name. We do have community and we turn on the setting “show company name as role” in community. But try to understand when those roles get created?

We have over 100,000 account records.  Why only around 2000 roles create?
is this best practice that we should delete the one that is not assigned to the user? Or just leave them there?

I think someone with more community experience might explain it better, but i believe that when an Account is "enabled" for community access and a user account is created, that a role is created using the Name of the Account and assigned to the community user account.  

The mismatch on numbers may be that not all of your account records have been "enabled" for community use.

perhaps other could elaborate.
