Can't create a new "system administrator" user
Hi everybody,
A few days ago I created a new "system administrator" user in this way:
service setup - users - new
user license: salesforce
profile: system administrator
But now I can't. I don't have the option "salesforce" for the "user license" field that is the only license that allows the "system administrator" profile.
Now "user license" has only these options:
[...]
partner app subscription
salesforce platform
work.com only
[...]
Why is "salesforce" option missing?

It all depends on the available licenses under Salesforce license type. Yes, you can only create as many admin accounts as you have full Salesforce licenses.
If you have free dev org then you can create a maximum of 2 Salesforce licenses whichever profile and role combination is selected.
You can also do this:
1.change any one of the user 's user license to license which is other than Salesforce.
say if you have user 1-salesforce -profile is a system administrator
user 2-salesforce -profile is a standard user or any other salesforce user license.
change user 2 to system administrator profile or deactivate the user which you don't need then
check the license information in system overview.
