Pardot Sync AMPSEA disabled multiple contacts with same email address

In the context of AMPSEA Disabled; if there are multiple contact records with the same email address, how does the Pardot connector which contact record to sync to the existing Prospect? Does it select the one with the newest modified date?

I received an answer from Pardot:

In the context of non-AMPSEA accounts, if there are multiple contact records with the same email address, how the Pardot connector selects which contact record is completely random. It just depends on which record the connector comes across first when the background job to sync the records runs. There is no specific logic behind this - i.e. it is not necessarily the most recently modified or first created etc. 

If you would like to control which record Pardot syncs with, you will need to ensure that only that record is visible to the connector when the sync happens.
