How to assign permissionSet Licenses to user?
or PermissionSetLicense are assigned to user via PermissionSet? How the association between user and PermissionSetLicense happens?

Hi Bhushan, 

Here is what you need to do to assign PermissionSet License to user 
  1. From Setup, enter Users in the Quick Find box, then select Users.
  2. Click the name of the user to whom you want to assign the permission set license.
  3. In the Permission Set License Assignments related list, click Edit Assignments.
  4. Select the permission set license to assign.

To be able to  assign certain permissions,you would need to assign a permission set license to a user.

Steps: 
  • From Setup, enter Users in the Quick Find box, then select Users.
  • Click the name of the user to whom you want to assign the permission set license.
  • In the Permission Set License Assignments related list, click Edit Assignments.
  • Select the permission set license to assign.

Add the related permission to a permission set and then assign that permission set to the user.
