As per https://releasenotes.docs.salesforce.com/en-us/winter20/release-notes/rn_sales_sort_quote_line_items.htm in the list view for the quote that you’re editing, drag the items to the order you want. There is no specification on product code sorting in any of the salesforce documentations.
You might want to consider submitting an idea on salesforce Idea exchange.
