Can we have the same Social Account (eg. Facebook, Twitter, Youtube, Instagram, etc) connected to Production and Sandbox in Salesforce at the same time?

No, it's not possible.

You can raise an Idea for it, Based on the Votes it can be implemented in the future.

I don't think you can. Of course, you can try everything, but once I often registered various accounts, and took the email-list (https://accfarm.com/email-list) database.It is very convenient, inexpensive and saves registration time a lot. I'm planning to take another database. Try it, maybe this method will suit you.
