Sites guest users unable to download attachments from salesforce

Hi All, I am facing an issue with sites guest users unable to download attachments from salesforce

This is the error I get from the web console

The sites url label : http://fsc.force.com
The Guest user profile has read access to both the parent and child objects

I am very new to Salesforce and I have a requirement where I need to show certain documents(pdf, image, video, forms) to download for the guest user on the community page. What is the best way to accomplish this kind of requirement? Is there any document and media kind of application in salesforce to show it for the non-logged-in users? I went through the files, document objects, and community site (CMS workspace) but did not get how to accomplish this kind of feature. Any leads would be much appreciable.
