Open CTi Overlay

Can we use overlay library in open cti ?

From the documentation https://developer.salesforce.com/docs/component-library/bundle/lightning:overlayLibrary/documentation I do not see any limitation that Overlay library cannot be used in openCTI. However, you need to consider that the Salesforce Mobile App is not supported by lightning:overlayLibrary.
