If i sip visualforce page and call centre as a managed package to the target instance then target instance user will do changes in call center and in visualforce page?

 I want to know that if I create a managed  package, inside that if I'll sip visualforce page and call center then the user or the admin of  target instance will able to edit that visualforce page  and call centre , if I sip that package to target instance?
