There is no option in classic or lightning setup to enable knowledge :

How did you define your user?

Enable Salesforce Knowledge
Get Knowledge turned on in your development organization.
  1. From Setup, click Manage Users | Users.
  2. Click Edit next to your name.
  3. Select the Knowledge User checkbox.
