Retrieve Contacts from Backup csv

So I will be deling about 5000 contacts. 
Before deleting, i ran Data Export and took a back up of Contacts and Accounts

In event if i want to import the deleted Contacts back into salesforce -  what steps should i follow before deletion and before deletion? 
what steps should i follow before deletion and after deletion?
what steps should i take to import the deleted contacts back into salesforce and relate these to the correct accounts?

I read all documentationa and help topics but not feeling very comfortable. 

Can somene please suggest resources or steps by step walk through to undertake this task ?

In event if i want to import the deleted Contacts back into salesforce -  what steps should i follow before deletion and before deletion? 
  1. Before deleting follow these steps 
  2. Take back up of the Objects and its related object 
  3. in case of master details, the child will be deleted automatically so take all the related objects backup 
  4. then delete the data 
what steps should i follow before deletion and after deletion?
  1. Check the data is in recylebin or not ( if you want you can clean this ) 
  2. Check the backup is upto date with data 
  3. if you have any encrypted data make sure that will be stored as per the need .i mean masking or un masking 
what steps should i take to import the deleted contacts back into salesforce and relate these to the correct accounts?
  1. First load the account and export the newly created record Ids in excel 
  2. Perform the voookup with the account in contact sheet to get the account id 
  3. then load the contacts
