Manage Liscense tab Disabled under License Management App

What are the configurations need to enable "Manage Liscense" for License Management App?

Thanks for ypu reply.

"Asign License" is alos disabled at  - Manage Users --> Select user --> Manage Packages --> Assign User

Does the configuration mentioned at -
The below trailhead (https://trailhead.salesforce.com/en/content/learn/modules/appexchange_licensing/appexchange_licensing_manage),

will enables Assign License as well? Or any additional configurations required for this?

I have created trial package on org, but I cann't see Register Package under "Licenses", I can see 
Unmanaged - can't be licensed. Am i missing something while creating package?
