Can upper role hierarchy restores the deleted record of lower role hierarchy?

Hello there,
Can upper role hierarchy restores the deleted record of lower role hierarchy?
What i observed is deleted record can be restored by the owner itself or system Admin. No other user can restore the deleted record if if they are in upper role hierarchy. is it true?
Please help me to understand it.

Hi Raghav,

Please find the below details on it.

1) To view and recover your deleted records:Read on the records in the Recycle Bin
2) To view and recover records deleted by other users:Modify All Data
3) To recover deleted public tags:Tag Manager
4) To purge the Recycle Bin:Modify All Data
