Error password policies setup org connection

I am doing the User Authentication Settings Superbadge Unit and followed the steps to Sign Up for a Developer Edition Org with Special Configuration and linked it to my trailhead account. When I do the first challenge "Password Policies" I get the error. We can't find the expected password policies for your organization.  It seems it is not checking in the correct ORG *Dev Edition" I have several Dev Editions and use same email.  

I am very frustrated as I know I am doing the challenge correctly.

I understand that but the issue is not for the challenge in question. The problem is with the developer Edition ORG and connecting them.
