Hi,
We have domain and it is unchecked Login Policy
"Prevent login from https://login.salesforce.com" but still i'm not able to login to salesforce usng login.salesforce.com (or test.salesforce.com using sandbox creds). It is also prevening to authorize third party installs (adobe acrobat sign). May I know what would be the reason not able to use salesforce universal urls to login?

You might have sso enabled, can you check?
Also check steps mentioned below which has details on to prevent direct login to salesforce.
