How to change tab settings on a permission set with No license???

I have a query like we have a permission set with license as none,can we edit tab settings for this,I can find tab settings when click edit on a object were we need to make changes.

Yes, you can edit Tab settings.

Good Day!

You can control the tab settings through Permission set without assigning license type to Permission set. This is Not applicable for few Scenarios like, you cannot set the tab settings of Core Salesforce Objects like Accounts, Contacts, leads and  Opportunities without assigning the salesforce License to the respective Permission set.
