Does scratch org creation needs admin right?

We work with contractors who needs to have their scratch orgs
Do I need to give them admin right in production to create their own scratch orgs?
What are the best practices regarding this?

Greetings to you!

You can enable users to access the Dev Hub org so that they can also create scratch orgs. You need to create a permission set required for Salesforce DX. Please refer to the below links which might help you further with the above requirement.
