Most of times Clients pay for setting up their org and want to run themselves when they are live. Mainataining large piece of code becomes hectic for them in long-run, then the product like CPQ comes into the picture.

Salesforce provides us the flexibility to create our own programs, but the add-ons, like Salesforce CPQ, are built properly optimized and considering the best practices, moreover, no maintenence tension, Salesforce takes care of it as it does for our org instances.
Thus, if the client is willing to pay extra, you can opt for built-in functionality like CPQ or else you can ask your developers to build the same anytime.
