Salesforce Admin is related with the configuration part like creating users, managing profiles/record types/page-layouts, creating validation rules, workflows/Process bilder, flows etc.
While Salesforce developer is related with the knowledge of Admin in addition with Customization part like building Apex triggers/Classes/Vf pages.
Salesforce comes with two UI - Classic and Lightning, and these days every industry is getting migrated in lightning for its better features, UI - look and feel, and most-importantly, the way lightning interacts with the databse using MVVC architecture using javascript and apex code.
So I would suggest you to let students, in developer role, to learn lightning as this is in demand these days.
