A case is created and should be assigned to a queue. If more than 24 hours go by and the case has not been assigned to a user, then an email should be sent to the queue manager. There can be more than 20 Queues

Greetings!

You can create the process builder and put the criteria to check for the created Date if it is more than 24 hours then assign it to user and create an email alert as well to send out an email whenever a case assiged to the user.
