Validation rule for Restricting User Creating Again Same Record in an Object for Next 30 days

Also to handle 30 days filter criteria try to create a new field checkbox and uncheck with time dependent workflow or process builder after 30 days and include checkbox field condtion in formula.

Also you can use Duplicate management rule for immediate action i.e prevent duplicate record creation/
