make contacts and account approved

Hi, is there some way to let everyone create contacts and accounts and make them under approval for some specific person to approve it? Till here it can be done with approval process, but  algo want no one can reference an account nor a contact until its not approved, and thats where i imagine i have to go object by object creating validation rules or filters on lookup fields to make sure contacts and accounts are approved before use, and thats tedious and can produce errors as its easy to forget to validate it when adding new objects or dependencies.

Any idea?
