Are you in Lightning experience ?? In Lightning Orders related list to be visible on the page layout in Lightning, the 'Opportunity' lookup field must be on the Order page layout and visible. 'Opportunity' lookup on my Order object was not visible to anyone. 


Go and add the Opportunity Lookup field and try
