Need to Remove New Record Create Option From Tab. Is it Possible?

we are able to achieve this. 

Please find the steps 
1. Click on the setup
2. Click on the object manager 
3. Search with the object you want to make changes 
4. Click on the object 
5. Click on the 'Search layouts' submenu item

6. Go to List view option and click on the edit button

7. Unselect new option as shown below

8. Click on Save button. Refresh your screen to verify the changes. 

Please note that if you make this change, then in each and every list view for that object, the new button will be hidden.

These two cases  + New Record from the tab’s dropdown menu wnt appear 
  1. Users don’t have the create permission for the object
  2. The New action isn’t part of the search layout for the object’s list view

So did they remove the "List View" Layout because I do not see it in the Object Manager for a couple of Objects I have checked so far?

For our Quote Object, I was able to get to the "List View" layout by going to the "Page Layouts" sub-menu, editing the "quote layout" we had there, and then clicking the drop-arrow next to "Quote Layout" at the top left and chose the only option "Page Layout List." The next page that loaded had a list of layouts, and "Quote List View" was one of them. I clicked on "Quote List View" and it brought me to the same screen shown in step 7 of Naveen's answer. I unselected the new option and saved it. The page reloaded and brought me back to the Object Manager Details page. 

After that first time, I can no longer repeat these steps and access the "List View" layout. The "Quote List View" layout is no longer listed. Not via Search Layouts or my workaround above. 

Rant: I have ran into a couple of weird instances like this in the Salesforce Setup so far. Settings that just completely disappear. I am relatively new to Salesforce so maybe it is just a lack of overall knowledge about the platform, but why would this just not work? Why is this ListView layout completely inaccessible?

Everything in the original "Best Answer" selected above is correct - except where to go to edit the settings.

Instead of going to the Search Layouts submenu item... go to List View Button Layout
