missing community user licenses in developer org

Hi,
I've a developer org, where I'm trying to create customer cummunity for testing. I was not able to create any community users. Please see below for all available licenses

I'm trying to see why these licenses are missing in a developer org. I have already created a second org and i'm able to see community licenses.

I know this is an older post, but I thought I might answer to help someone else. The person doing this must have been using an older develoepr org. When you sign up for a developer org, you get the licenses available at that time. Salesforce is constantly adding new licenses and older orgs do not get these, so to see the latest licenses available, you would need to sign up for a new developer org.
