show parent account contacts on child accounts

Im able to get all the child account's contacts to display on the parent account but i essentially need all contacts related to the parent account to be avaibale to the parent and child accounts.

I have this working and it works great on the child accounts, but how can i have it display all account for the parent account if the parent account is choosen. Currently it shows blank because the parent account field is blank on the parent acocunt. Thanks for your help
