Hi Kevinsan,

Didn't get your question exactly (Means, why we need to use Apex to disable it).

Please try below option,
      1. Goto My Settings | Personal | Advanced User Detail.    
                                     (or)
      2. Goto Setup | My Personal Information | Personal Information.
      3. Deselect 'Force.com Quick Access Menu' checkbox.

Hi Govindaraj,
Thank you for your answer. 
I want to user Apex code to create Users automatically because we should add many users everyday. Also we don't want new users taking the "quick access menu" permission.
Let me know if have any other ideas for this requirement.
