Eclipse Force.com API version stuck on 38

I'm new to Eclipse for deploying between SF orgs, and I see that it's on its way out, but I'm stuck on version 38 of the API. Is there any trick to update it?

Can you please tell me what is the API version of the package.xml file... and what is the error message ?
