Hi Neeraj,

Greetings to you!

According to Salesforce Knowledge Article: https://help.salesforce.com/articleView?id=000333146&type=1&mode=1 (https://help.salesforce.com/articleView?id=000333146&type=1&mode=1)

Things to check and confirm what is the cause for the site is down for maintenance error.

1. Make sure that the Force.com Site's Site Guest user for the site is active.
If it is inactive, the under maintenance page will be displayed.

2. If the site related limits are hit, the site will be down.
Refer to: How to manage Force.com Site limits (https://help.salesforce.com/articleView?id=000231129&type=1&language=en_US) to get more information on the site limits.

3. Allow for propagation. If you just setup a Custom domain for site, depending on your DNS provider, CNAME propagation might take up to 48 hours.

4. Check Salesforce Trust site (https://trust.salesforce.com/) to see if there is any known issues reported regarding degradation or Instance issue on the site.

Also, check the landing page of Site and verify it.

Please refer to the below links which might help you further with the above issue.
