IF TODAY DATE IS GREATER THAN CLOSED DATE THEN AUTOMATICALLY THE PICKLIST FIELD VALUE CHANGED TO CLOSED ,WHAT IS THE LOGIC
You can achieve it with a process builder.
Go-to process builder, in object select your object name then in criteria give TODAY() >= OPENDATE then in immediate actions, select update the record then select first radio button then in fields select your picklist field then in values select OPENED.
likewise create more criterias for all your conditions.

To send an email, first you need to create an email template and email alert then goto workflows, create a new workflow rule and for objects, select "Loan" then in rule criteria for field select "Loan Status" then in operator select "equal to" then in value select "Approved", click on save&next button.
In next step, click on "Add workflow action" then select existing action from dropdown then in next screen select Email alert then select the email alert that you created.
save it and activate it then test it.
