May i know, what is recipiet type(user/email field)?
The error message results from having a blank email field specified on the recipient list. Also, if the intended user is inactive, you may get this error 'Probably Limit Exceeded or 0 recipients.'

Email aleert is succesfully sent by Process Builder, But receipent also receving Above error in 2nd MAIL.
Related User: Allocate by is Receipent of Email Alert.
On case object Allocate by is lookup field to User object. Allocate by is user who needs to receive Email alert after other user send case to Completion Stage.
Any Solution??
