Is it possible to auto pull Account/Contact information when creating a Lead?

Our users are double entering information that could be pulled through automatically, can we create some form of rule that if a Lead is made in the Account, it pulls through the Account Name to the Lead Name?

 When user try to create new lead record with existing account or contact, Do you need to restrict them ?
