Existing Salesforce Certified Force.com Developers will continue to be recognized in the Salesforce Certification program and can maintain their credentials. We recommend for individuals interested in this credential to consider pursuing the Salesforce Certified App Builder and/or Salesforce Certified Platform Developer I credentials.

Yes, DEV401 is no longer available - you can pursue the two certifications that your bold text states.
