Apex trigger to set the Business Hours on the case record based on the Time Zone from the User record?

We are trying to automatically change business hours if the case changes ownership. In many cases the case will change ownership between regions (globally) and we need the business hours to automatically update. We don't want to rely on the case owner changing the hours.
