How can a change my primary dev. org and have my other dev. orgs roll up into my 'new' primary dev. org?
What do you mean exactly? Developer orgs are standalone, and don't have any sandboxes. Are you trying to tie badges together for trailhead? Are you trying to tie the data together such as a salesforce 2 salesforce kind of scenario? We need more details to assist you with your issue.
