Data Loader Login Problem

I am getting the following error message when trying to log into salesforce.com from the Data Loader. "Failed to send request to Https://www.salesforce.com/services/Soap/u/9.0"

What does this mean?
 
Is is some security setting at my company that is preventing the login request?

This looks like the Data Loader cannot reach salesforce.com at https://www.salesforce.com/services/Soap/u/9.0
Are you connecting to the internet through a proxy server? If so, you need to provide the proxy server information in the settings dialog of the Data Loader User Interface:
  • Launch Data Loader
  • Go to Settings | Settings in the main window menu
  • Provide Proxy Host, Proxy Port, etc.
