HTML Email Status - Access to this object

Is it possible to use the API to create records that will appear in the HTML Email Status report?
 
If so - what object is it and what values (if any) need to be set?

I don't think you can get to the records for this report.  It seems that only use of an email template will cause a record to be created for this report.  It looks like there are objects and relationships behind this that are not accessible using the API.
