problem with API access with preRelease Account of SF Summar 07

Hello,
 
     I have created one account in preRelease Salesforce Summar 07 in that i am not able to access of SFApi function. it showing me error "API_DISABLED_FOR_THIS_ORGANIZATION_OR_PARTNER"
so what could be a reason for this ?

Is the account a developer or enterprise or unlimited?  If you created a professional edition account, it would not have API access.
