Trying to configure Help Text on Non-custom Fields

We are trying to label all the fields in Salesforce with Help Text labels; but you can only create these for custom fields.  Is there a way to create Help Text label for fields that come standartd?

No.  Custom Field Level Help is currently only supported for Custom Fields.  There is an idea on IdeaExchange requesting support for standard fields, so please add your vote to that idea.

Is there a way to bypass this by creating a new help page or a way for users to look at all the descriptions for each field?

You could add an inline sControl to the detail page to display custom help (or a link), but often people want the field help on the edit page, and you cannot add sControls to the edit page and you don't see custom links on the edit page.  I guess it really depends on your use case - why do they not know what the fields mean and when would they need to know?  You can override the "Help for this Page" link, but only for custom objects, not standard objects.
