Replicate client's org

What is the easiest way to replicate a developer org and make it  look exactly like a client's org?
I am not looking for data here, just the configuration.

There's an Appexchange product called Snapshot that will do this for you.  It's by Dreamteam.

The easiest way would be for the client to generate a config only sandbox, and give you a user login to it.
