Are personal groups accessible under reports when creating a new report folder? For example, a user creates a personal group and then wants to create a report folder and only give access to the personal group they setup? Is this possible? If so, how?

DoItAloneDon't quote me on this - but I don't think so.
That being said, you could always create a public group that would be available to them in the drop down list which is roughly the same thing. It's just a little extra work for you.
(Might want to put it on the ideaxchange too. It's a good idea!)
