Problem in SSP User setpassword

Hi friends,

Geting exception when setting password for the SSO user. I could successfully created the sso user after that i am try to set the password for that user with this method call.

sf.setPassword(saveResults[0].id, sspPsswrd);
then i am getting this expection.

INACTIVE_OWNER_OR_USER

Please help me...
