Why am I viewing all accounts in PRM with Silver Partner License?

Hi,
 
Inspite of setting our Org-wide default to "Private" for Account object, I can still view all Accounts in our PRM. Ideally they should only be viewing their own account for which they have been enabled the "Partner Login".  We have the Silver Partner User for PRM.

It's probably because of a sharing rule.  You should go into Sharing on an account they shouldn't be seeing, click Expand List.  Then find their user, and then click WHY?  This will tell you why they can see this account.

Most likely there is a sharing rule that shares to "Roles and Subordinates" and the partners are one of the subordinates.  If this is the case then you need to remove the old sharing rule and replace it with one that says "Roles and Internal Subordinates" so that partners are excluded from the sharing rule.

Silver licenses actually have full "Read" on Accounts and that is why they can see other accounts.  You need to lock it down with your sharing model.
