READ ONLY Field but can be edited

Dear guys,
 
Anyone facing this type of scenario? I set my Last bill date as read only but can be edited.

Only administrators and users with "modify all data" permission shold be able to modify Read only fields.

To expand on the previous poster's comment, you can confirm that the field is actually read-only in the page layout by logging in as a non-admin user and creating/editing a record of this object type.

Just check out with standard user mode...and they cant edit read only field.
